Congress 1990: an H/CD legislative forecast

Article Abstract:

Congress may consider three housing and community development proposals in 1990: the Housing and Community Development Act of 1989 (HR 1180), presented by Rep Henry B. Gonzalez; The National Affordable Housing Act (S.566), sponsored by Sen Alan Cranston and Sen Alfonse D'Amato; and a proposal from Pres George Bush and Housing and Urban Development (HUD) Sec Jack Kemp called the Homeownership and Opportunity for People Everywhere (HOPE). The Housing and Community Development Act, and the senate version, the National Affordable Housing Act, extend funding for some current programs, terminate some, and introduce new programs to assist first-time and low income buyers. The HOPE proposal is intended to promote home ownership for first-time buyers and public housing residents. The sponsors of the bills must overcome economic and political obstacles if passage is possible before congress's 1990 adjournment.

Heating systems basics

Article Abstract:

Heating costs are consuming a large amount of Public Housing Administration budgets. Survey results suggest that bedroom temperatures should be at around 75 degrees, retail stores 65 to 68 degrees, high physical activities areas 55 to 65 degrees, and offices should be 72 degrees. Generally women and senior citizens prefer higher temperatures than men. Electrical heating systems are the easiest use. Oil heating was popular but price and availability concerns have forced people to find other options. Natural gas is relatively inexpensive and clean, but it is not available everywhere. Solar heating is available in passive and active forms, and it has gained large acceptance in certain parts of the country. Heat pumps are used to extract heat from a building in order to cool it, or extract heat from the environment and pump it into the building to heat it.
