H/CD action delayed: the 1989 legislative process

Article Abstract:

Passage of a two-year housing and community development reauthorization bill for Housing and Urban Development (HUD) programs by the 1989 congress was prevented by a reticent constituency, differences between members of the congressional subcommittees considering the bills, a morass of complicated new regulations governing the modification of new housing programs left by the Reagan administration, and the distraction of Congress by higher profile legislation such as the thrift bailout. Public comment does influence HUD decisions regarding rules on how to run housing programs, but the process for soliciting comments is complicated and causes delays. One result of the delay in the passage of a bill is a lack of funding for already financially strapped housing and community development programs designed to assist low- and moderate-income families, senior citizens, and the homeless.

Several key participants are profiled who are connected to legislation affecting programs of the Department of Housing and Urban Development (HUD). Politicians profiled include Senator Alan Cranston, Senator Alfonse D'Amato, and Representative Marge Roukema. Cranston is the Majority Whip in the Senate, and is responsible for knowing how many votes a bill or amendment has before it reaches the floor. D'Amato is the ranking Republican on the Authorizing Subcommittee and member of the HUD Spending Committee. He has been a supporter of legislation extending HUD programs, but has balked at supporting the bill sponsored by Cranston, a Democrat. Roukema is a member of the House Housing Subcommittee, and a leader in legislation affecting lead paint testing abatement.
