Predictors of access to health-care services among groups of TANF recipients in Kentucky

Article Abstract:

The determinants of health-care access among welfare recipients in Kentucky are reported by focusing on predisposing, enabling and need factors. The results have indicated that independent predictors of access problems included lack of health insurance, leaving welfare before reaching the time limit, financial stress, food insecurity, chronic illness, and poor or fair perceived mental health status.

Determinants of TANF participation: a multilevel analysis

Article Abstract:

The article investigates the role of state policies and local economic opportunities as determinants of individuals' welfare participation in the context of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA). Results show that one-quarter of the between-city variance in Temporary Assistance for Needy Families participation is accounted by individual-level factors.

Devolution, discretion, and the effect of local political values on TANF sanctioning

Article Abstract:

The devolution of policy-making authority from federal government and states to local governments and frontline workers was done without giving enough attention to the local political context is presented. Results found that political values that prevail in local environments matter for the frequency and incidence of sanctioning.
