Professional service contracts: getting what you want

Article Abstract:

Public housing authorities can be assured that they receive the services they expect when entering into professional service contracts by following the five steps listed. The first of these is to assure they understand the scope of the work that is being done by reviewing specific aspects of their organization. The next step is to make sure that the most qualified and capable firms answer their request for services by developing a request-for-proposal package that assures the firms understand what the housing authority is looking for. Next, the firms that best meet the authorities' criteria must be selected by developing a specific selection criteria and checking references. Then an effective contract must be developed that serves as a formal statement of what must be done and in what time frame. Finally, the contract must be monitored on a regular basis.

Public community development and housing officials can ease the difficult job of managing their operations by becoming more familiar with the services computers can provide. Exemplary of such services are: computer publishing, electronic mail, word processing, database management, and electronic spreadsheets. Many computer services such as bulletin boards and databases are accessible via telephone lines through the use of internal or external modems.
