Wanted: a new housing policy

Article Abstract:

A new federal housing policy is needed to address urgent problems in areas such as homeownership, tenant housing, and homelessness. US homeownership has been declining since 1980 for the first time since the Depression, the quality of available rental housing is deteriorating, and the number of homeless Americans is increasing. Five basic characteristics for a useful US housing policy are described: (1) boldness, tempered with prudence, (2) a contribution to the revitalization and modernization of the economy, (3) an urban orientation, (4) the enhancement of local community development efforts, and (5) responsiveness to shelter industry needs and trends. Legislative programs and incentives are proposed to address national housing issues.

Consolidated Supply Program

Article Abstract:

The Consolidated Supply Program, which is run by the Department of Housing and Urban Development (HUD), is designed to help the 2,800 local public housing authorities spend money in a more cost efficient manner. HUD develops product specifications from manufacturers and calculates average costs of products by soliciting bids from a variety of contractors. Bids which are below the average cost are compiled and distributed to public housing agencies throughout the country. By participating in the program, housing authorities are no longer constrained by the prices and inventories of local vendors.

Robert W. Maffin: veteran of the good fight

Article Abstract:

June 1987 marks the retirement of Robert W. Maffin as Executive Director of the National Association of Housing and Redevelopment Officials (NAHRO) after 17 years in that position. Maffin has been responsible for administering three basic NAHRO objectives: (1) improvement of housing and community development program administration, (2) recommendation of private and public programs to meet US housing and community development needs, and (3) focusing of national attention on making conservation and revitalization of US neighborhoods and municipalities a key part of domestic policy.
