Assessing public housing

Article Abstract:

Uncertainty regarding the continuance of funding from the US Dept of Housing and Urban Development makes it imperative for public housing authorities (PHAs) to improve their operational efficiency, compete more effectively for shrinking funding, enhance their ability to tap the capital markets and find new sources of income. Standard & Poor's has developed a tool that can help PHAs evaluate their operational performance in the areas of property management, asset management and affordable housing development, PHA Evaluation can help housing authorities prepare for change and establish themselves as professionally managed organizations that can keep abreast of industry changes. Given Standard & Poor's vast knowledge of the housing and community development industry as well as its expertise in similar services, PHA Evaluation is expected to offer numerous benefits to housing professionals.

The state of the nation's cities

Article Abstract:

A 1998 report from the Dept of Housing and Urban Development describes the condition of American cities. 'State of the National's Cities' discusses the fiscal solvency, poverty and populations, and opportunities that exist in the country's cities. According to the paper, the cities are currently at their strongest, as evidenced by their fiscal and economic performance, since the 1980s. In fact, central cities and surrounding metropolitan areas has been playing a substantial role in the robust economic growth of the country. Nevertheless, these gains did not lead to the obliteration of the problems of concentrated poverty, depleting populations and middle-class flight, dilemmas that first emerged in the 1970s. Finally, cities still have to face opportunity gaps in jobs, education and housing, which are all important in wiping out poverty and luring and retaining middle-class families.
