Changes in local government officials' value orientations in the sphere of democracy

Article Abstract:

An attempt is made to determine the degree of change of value orientations in the sphere of democracy on the part of both the population and officials of local councils, their trends, and the extent of their conformity to the new conditions. With this, it is easy to trace deep-seated aspects of civic development and also, helps to define more explicitly a number of methodological aspects of the study of value orientations.
