Political accountability and institutional design in new democracies

Article Abstract:

The commonly held belief that the presidential systems and/or parliamentary ones elected under the electoral rules of plurality/majority single-member districts (SMDs) contribute to the accountability of a democratic system, while those under parliamentary proportional representation (PR) systems enhance political representation is tested. It is shown that the more consolidated the newly established democratic regimes, the more they run according to the parliamentary/PR type.

The perception of social conflicts and attitudes to democracy

Article Abstract:

A precondition of legitimizing democracy is the acceptance of social conflicts as opposed to only one ideologically approved set of social interests. An examination of the impact of subjectively perceived social conflicts on the evaluation of democracy and on generalized support for democracy reveals that such a precondition may contribute to the consolidation of the democratic system, but only to limited extent.
