Social welfare in transition in South Africa: structures and processes

Article Abstract:

South Africa's social welfare policy is undergoing drastic transformation following the 1994 elections. However, the process is fraught with difficulties as the country has had a long history of ideological and racial divisions under apartheid. The new government has created a Reconstruction and Development program with the aim of strengthening democracy, peace and prosperity. B.S. Jansson's social welfare policy framework is used to analyse the transformation process in South Africa.
