Staff development: an ethical imperative

Article Abstract:

Management of staff development programs for the delivery of services to the Hispanic elderly must begin with an understanding of the values of the philosophical, theoretical and practical base from which service to minority populations shall be derived. Staff development programs must be able to instill the importance of recognizing ethnicity in working with elderly Hispanic clients. Beyond this, however, the programs must also be able to show the value of teaching empowerment where clients will be assisted not only in coping but also in inspiring social change.

Legal and ethical issues in home-based care

Article Abstract:

There are several legal and ethical considerations for people engaged in both informal and formal home caregiving for disabled persons. Most states require licensure of home care agencies to promote and protect the health, safety and welfare of home care patients. Some of the federal and state laws that affect the business aspects of home care delivery are state health planning and certificate of need laws, Medicare-Medicaid Antifraud and Abuse provisions, the Sherman Antitrust Act and the Robinson-Patman Price Discrimination Act.

Trends in home care entitlements and benefits

Article Abstract:

Several entitlement and benefit programs are funding home care services. Medicare is the biggest public payor for home care. Medicaid, through its optional state plan home services and waiver home care programs, also provides less skilled home care services. Other entitlements and federal benefits for home care services, which include Social Service Block Grants, Older American Act programs and Veterans Administration and Dept. of Defense programs, lack funds and offer only limited benefits.
