Article Abstract:

The US agreed to build a desalination plant in 1974 on the banks of the Colorado River outside Yuma, Arizona in order to stop contaminated water flowing over the border, devastating Mexican crops. However, after thirty years and an investment of $250 million, the plant has become an utter failure and also created the most biologically diverse river delta on the continent, named 'Cienega de Santa Clara'.
