Article Abstract:

Married Tibetans are permitted up to two children as long as birth intervals are at least three years. Peasants and herdsmen are permitted three children but no more, while people living in border regions are not restricted in childbirth but should practice rational childbearing.

Views on the revision of Tibet Government Document No. 39/1979 (Tibet Birth-Planning Document No. 1/1986)

Article Abstract:

This article announces imperfections in a 1979 family-planning policy for Tibetans and offers several revisions. These include birth control and birth-planning procedures for people in various regions, shortening the time for applying sanctions to people with above-quota births, and providing herdsmen and peasants mostly with education and propaganda.
