Jim and Franca Allen of the Canadian Pacific Northwest Sailing Charters in Victoria, British Columbia, feel that a fleet of well built and renovated older and smaller sailboats with new four-stroke engines, and low capital costs and overhead costs, will attract attention and fill a niche due to their affordability.
