Article Abstract:

The laws governing wetland conservation have changed so that the federal government has little, if any, jurisdiction over changes owners wish to make to their property. The federal government had control over issues until a recent Supreme Court ruling decided that states have final jurisdiction. The change may lead to problems, as the states have little experience in enforcing protection of wetlands.
