GMDSS, a new way of responding to distress calls, is set for implementation in Feb 1999 among all commercial vessels. Using digital communications technology, GMDSS is an improvement from older response systems as it links cruisers to rescue authorities via digital selective calling made from such equipment as Emergency Position-Indicating Radio Beacons.

Differential service enhances the accuracy of GPS by a factor of ten, resulting in the most accurate public aid to navigation system. Unfortunately, DGPS occasionally gives erroneous data, and there is a significant disconnect between positions on a chart and GPS positions.

Article Abstract:

An alternative to chartplotting with dividers is the use of an engineer's triangular scale, a three-sided rule with six scales. The scale is used to easily plot latitude and longitude, since it allows decimal fractions of minutes to be obtained directly from the chart.
