Article Abstract:

The Federal Motor Carrier Safety Administration's (FMCSA's) interim rule directing new entrants to transportation industry is interpreted. The survey report of the Commercial Vehicle Safety Alliance (CVSA), objecting the new rule's concerns on federal safety audit, know-how of compliance standards, and the self certification process of the new entrants is discussed.
