The technical director at Frontline 'Oscar spieler' views that it is not commercially viable for an independent tanker operator to retrofit a VOC vapour recovery system to his ships since cost is currently unrecoverable. Thus, to reduce the emission of VOC the Intertanko developed VOCON and Venturie cargo system (VCS).
