Ghost story: did Mayor Richard J. Daley swing the 1960 Kennedy-Nixon election for the Democrats, or did he steal it?

Article Abstract:

Kennedy's win in Illinois by only 8,858 votes in 1960 gave rise to rumors about fraud committed by Daley. Daley allegedly held back election results until 4:00 am so that he could see how big Nixon's lead was and arrange more votes for Kennedy. The results of several investigations were inconclusive.
