Intellectual seeding

Article Abstract:

India is estimated to have around 12,000 publishers of books but only 200 of these have an output of 50 or more new titles a year. The 1,000 or so government or semi-government institutions that have acquired a monopoly of textbook publishing for state-run schools constitute India's largest publishing conglomerate. A semi-official source indicates that India published some 50,000 new titles in 1993/94, of which around 50% were in English. However exports of Indian books are lower than they should be because their appearance does not yet match international standards.

The evolution of devolution: Labour's home rule strategy in opposition

Article Abstract:

The Scotland Labor Party's opposition to home rule arose during the mid-1990s, and was being modified until the 1997 election. Labor's traditional tactic when confronted with overwhelming opposition has been to negotiate for more time, but its victory has shortened the opportunity for reconciling the aspirations for home rule with a New Labor government.
