Time to separate fishery science from allocation

Article Abstract:

Fishermen need to be fully involved in fisheries management to make sure that everyone knows what they know. United States Commission on Ocean Policy (USCOP) concluded that allowing managers decide how many fish may be caught is the reason for over fishing. The Pew Oceans Commission (POC) necessitated for separating conversation decisions from the councils' other management responsibilities.
