Spare the messenger!

Article Abstract:

A Defamation Bill, drafted by Lord Mackay of Clashfern and to be published by the end of Jul 1995, would prevent suits for defamatory messages against service providers but not against individual users. The Bill would encourage the users to be more responsible. The content of Internet is mainly dependent on Usenet groups, which are special-interest bulletin boards accessible to any Internet user through a service-provider. It is very difficult to curb the activities of Usenets because new ones form everyday and old ones die almost as quickly. However, private moderators can voluntarily monitor the Internet for defamatory content.
