That's bureaucrazy!

Article Abstract:

The Secretary of the UK Association of Cattle Feed Producers writes to the Ministry of Agriculture Fisheries and Food (MAFF) requesting that the Ministry rescind the ban on the sale of cattle feed which contains dead animals. The Ministry imposed the ban due to concerns that the feed was implicated in the spread of Creutzfeldt-Jakob disease (CJD) to humans, but the Association says that there has been no proof of any link with the feed. The Association also quotes statistics showing the risk of death from CJD compared to other risks. MAFF replies, giving the reasons why the ban will remain.
