The big fin win?

Article Abstract:

The Magnuson Fishery Conservation and Management Act of 1976 is being reauthorized to protect the marine ecosystem and the interests of the small fishermen. The Individual Transferable Quotas (ITQs) convert the fishes into shares which can be traded. This quota system privatizes fisheries to the advantage of big financial fishers. Under the reauthorized act, the ITQ programs are retransferable which prevents the corporate takeover of the fisheries. Adequate measures need to be taken to prevent the menace of overfishing.
