Asian tiger claws its way up the ratings

Article Abstract:

Taiwan's National Science Council (NSC) is committed to ensuring that Taiwan achieves international status in science, and reducing the country's technological dependence on others. The NSC is in charge of science policy development, research evaluation and the funding of university basic research. The aim is to increase the country's total spend on research and development to 2.5% of gross domestic product by the year 2000, from the current 1.8% level.

Prestige is factored into journal ratings

Article Abstract:

Researchers who are proposing a different way to assess the status of science publication state that journals ranking should measure quality, not just quantity. This scheme measures the significance of the citations, giving a true measure of a journal's standing in the community, whereas the commonly used impact factor simply measures the number of citations per paper.
