Clinton neutron promise

Article Abstract:

The Clinton administration promised US neutron users and the Oak Ridge National Laboratory that accelerator-based technology would be funded to replace the Advanced Neutron Source (ANC) project. However, Oak Ridge is not guaranteed to benefit from the new project especially since the budget is very tight and several other research facilities already have plans for upgrades of existing reactor-based sources or new projects. The ANC cancellation is a clear signal to all big science projects that they cannot be funded forever and that researches should look for alternate sources.

Japanese budget austerity puts science plans at risk

Article Abstract:

Japan's planned fiscal reform package could threaten the nation's plan to to increase its science and technology spending. The cabinet-approved monetary reforms demand that the government drastically reduces its national debt, standing at over 400 billion yen. Funding for science and technology is likely to grow by just 5% in the next fiscal year, against a previously planned 50%-plus increase by 2001. A ministry official has said that funding increases could remain low until 2003.

An economic case for basic research

Article Abstract:

Funding of basic research helps in gaining a higher growth rate at a very low investment. The US has dominated high technology areas by investing sufficiently in basic research and this advantage is expected to continue well into the next century. The countries of the Asia-Pacific region, such as Japan, Singapore and Hong Kong have a lesser efficient economy due to negligence of basic research. However, high medical costs leave little for basic research in the US.
