Competition and ventures all the rage

Article Abstract:

The increasing number of research grants awarded to China has created a competitive environment in its research community. The beneficiaries of the grants are universities, research institutes and foundations. However, even these institutions are feeling the pressure of the competition through their declining budget. The Chinese government established the State Science and Technology Commission to serve as the key organizing body for formulating and implementing guidelines on the selection, distribution and funding of research programs.

Spanish science reaches a crossword

Article Abstract:

The possibility of a change of government in Spain is prompting feares that a young and fragile scientific system may be harmed by a change in political priorities. The end of the socialist government that has been in power since 1982 under Felipe Gonzalez would mark the end of a period of advances for Spanish scientific research. Government funding for scientific research has levelled off since 1990 as political uncertainties have increased. Spain has a historical precedent for booms and declines in scientific advances.

Science and technology deserve better from Brussels

Article Abstract:

Critics doubt whether the EU can smoothly implement its fifth Framework program (FP5) for R&D. Among the hurdles faced by FP5 are lack of new Eurofunds, the EC's intent on introducing more flexibility and internal coordination and the complexity of the proposed management structure. Complicating matters is EC research commission Dir. General Jorma Routti's obvious lack of interest in science and clear ambition to return to French politics.
