Irish researchers divided over how to spend huge new fund

Article Abstract:

Ireland's six-year National Development Plan contains a new $2.5 billion fund for research, technology and innovation. Around half of this money should go directly to basic research, with the largest proportion going to researchers in information technologies and biotechnology. A new foundation will fund projects in these areas using international peer review. It will also have the option to create its own laboratories, and this is attracting opposition from many scientists. They argue that investment should focus on people, rather than buildings.

'USA should fund half transatlantic links'

Article Abstract:

The US to pay more towards the cost of circuits linking its research networks to other continents, according to Renater of France, research network organization. The disparity is due to the Internet and the decision by the US National Science Foundation to close down its own network in 1995. The US claims it will not subsidize international Internet links. France has developed a model for cost sharing, which has already been favorably received by European research networks.

Funding delay looms for EU Framework programme

Article Abstract:

The European Union's Framework research programme FP5 is likely to be delayed. It is scheduled to begin in 1999, directly after the current programme ends. Member state representatives must agree to programme funding and objectives by February if the FP5 schedule is to go according to plan. Some countries, including France and the United Kingdom, believe the programme's cost should be reduced to ECU 13.2 billion.
