Japan flirts modestly with international review

Article Abstract:

National laboratories in Japan are moving closer to regular external reviews. Outsiders looked at the University of Tokyo's physics department earlier in 1993, though no report has yet appeared. The Institute of Physical and Chemical Research will be reviewed in Jun 1993. A team of overseas researchers will review the management and research in different laboratories. The process will be repeated every two years. Other, less open government laboratories may follow suit.

Singapore attracts foreign talent

Article Abstract:

Singapore's National Science and Technology Board is looking to boost the development of the country's human resources. This policy will include recruiting foreign researchers for industry and research institutes. There is still strong demand for highly qualified people, particularly in information technology. The country plans to double the number of postgraduate students at universities by the end of the 1990s, becoming an educational centre for the region.
