NSF told to ease up cost-share demands

Article Abstract:

The National Science Board, the governing body of the US National Science Foundation (NSF), has implemented a new cost-sharing policy. Under this policy, it is not permitted for NSF programme officers to negotiate down the size of a research grant without a corresponding cut in the scope of the planned research. It will also be necessary for cost sharing to be declared from the outset. There is a ban on using cost sharing as an unwritten criterion for choosing grants. This approach is intended to address worries about NSF cost-sharing practice pushing down overhead rates to levels that do not represent the full cost of research.

Basic research gets bipartisan treatment

Article Abstract:

Sens. Joseph Lieberman (D-CT) and Bill Frist (R-TN) have formed a bipartisan group of senators that will seek political support for basic research and government-industry collaborations. The Science and Technology Caucus has already held its first meeting, which provided an opportunity for leading research administrators and industrialists to discuss their views on the government's role in technology promotion with lawmakers.

Universities rally against cuts in Pentagon-funded research

Article Abstract:

The House of Representatives National Security Appropriations subcommittee has raised a storm of protest from many major US research universities by proposing a bill that will cut the Defense Dept.'s basic research budget request from $1.16 to $1.03 billion. The bill would transfer most of the money to exploratory development. A substantial amount of the basic research budget is spent at the research universities.
