Regulatory fist-fight

Article Abstract:

The impact of modifying terms of relationship between government agencies and the U.S. Office of Management and Budget is discussed. As per modifications, the official in charge must be a presidential appointee who will initiate rule-making and be involved at each stage of the regulatory process. The approach of the Bush administration is to make small bureaucratic changes that make it more laborious to pass regulations and easier for the president to have regulations shift in his preferred direction.
