Reports of inhumane treatment of animals are being hurled at New York, NY's Center for Animal Care and Control (CACC). Created as the city's animal shelter system in Jan. 1995, CACC was cited by animal advocates for its lack of spay/neuter, public education programs and public accountability.

Advice on raising awareness of animal welfare issues among state representatives and senators is presented. It is suggested that a single-page letter is more effective than a longer one, and that a fact sheet should be sent if possible to provide supporting evidence.
