Delegates at the World Summit on Sustainable Development in Johannesburg, South Africa agreed to establish a network of marine reserves representing all major habitats, both within and beyond national jurisdiction by 2012. However, obstacles such as the uncertainty about which habitats to protect and opposition from the fishing industry could make the targets hard to meet.
