The reform of Russian science: six years after the end of Communist rule in Russia, attempts to reform Russian science have produced a mixed scorecard

Article Abstract:

Discussion on the links between science and society often focus on the possible effects of research and development on quality of life, but the question of how political and economic processes affect scientific research and development is of equal interest. The significance of this to the transformation of Soviet science between 1992 and 1996 is discussed, taking into account the early restrictions on Soviet science, the effect of perestroika, and up to date challenges.

The US Congress acknowledges the potential role of science in drought preparation and mitigation and hence, should create a National Integrated Drought Information System (NDIS) within the National Oceanic and Atmospheric Administration. The system would collect drought data, make forecasts and communicate information to the public.
