Article Abstract:

More than 100 groups representing the scientific and engineering communities in the US have come together to back the National Research Investment Act, known as S1305, under which civilian research and development investment would double to $68 billion a year. The level of support would be increased at all science agencies simultaneously, thus avoiding conflict between them. However, some observers feel that the arguments for doubling funding for each research and development activity are not entirely convincing. Indeed, S1305 can be seen as seeking to deny a rational science policy.

The double identity of ice X

Article Abstract:

Computer simulation research has identified the presence of two ice X structures which will be invaluable to hydrogen-bonded systems research. The sample structure of ice X has been observed before through other imaging methods such as infrared and Raman spectroscopy. The chemical formation of ice is discussed and illustrated.

The non-negative matrix factorization algorithm of D.D. Lee and H. S. Seung, for learning object parts, works on the theory that parts are groups of input elements which can be combined in various ways to produce objects of interest. On a visual level, this can be compared to the production of identikits.
