Why were Scud casualties so low?

Article Abstract:

The comparatively low casualties that Iraq's Scud missiles inflicted in Israel during the Persian Gulf War of 1991 had little to do with the Patriot missile defense system. Analysis of the 38 Scud attacks on Israel, and comparison with previous ballistic missile attacks during World War II and the Iran-Iraq War, show that the Scud's low casualties resulted from six factors. These factors were: warning time provided by US satellites; the Scud's inaccuracy; blast-resistant homes; dud warheads; civil defense; and pure luck and coincidence.
