Issues concerning the 1996 U.S. National Space Policy which forbids government funding of human missions beyond the Earth orbit and any research and development leading to such future missions are examined.

Issues concerning the promotion in schools of the vision of human settlement in space are presented. Suggestions for using the National Space Society's Adopt a School program are also described.
