H.R. 1953 encourages commercial space

H.R. 1953 was introduced in Congress by the House Science Committee in 1995 to support a long-term business planning environment for commercial space. If passed, this bill, which is known as the Space Business Incentive Act of 1995, will create incentives for business entrepreneurs who will develop space-based products.

The commercial space act: space entrepreneurs get some federal help
Article Abstract:
Congress enacted the Commercial Space Act on Oct 20, 1998, and the law should help space business enterprises have an easier time in obtaining financing. The law promotes commercial activity relating to the international space station and has had a long gestation.

Issues are presented concerning the emergence of private enterprise funding for the exploration and settlement of space. The lack of a legal framework which deals with the private ownership of celestial bodies is discussed.
