China replaced Tibet's choice for the Panchen Lama with Gyaincain Norbu in a ceremony held Dec 8, 1995. The location of the Dalai Lama's choice is unknown. China took action against dissidents and human rights activists and engaged in various political discourse with other countries.

Wei Jingsheng, who had been in prison since 1979 due to criticism of Deng Xiaoping and 'counterrevolutionary crime,' was released in Sep 1993. Human-rights groups had been asking for Wei's release.
