Governors deadlock on benefits overhaul

Article Abstract:

The National Governors' Assn. remained deadlocked on welfare reform issues after meeting Jan 28-31, 1995 in Washington, DC. Although most favored giving states more power to oversee federal welfare funds, no consensus was reached on how to shift public welfare from federal control to state control.

The second session of the Convention for a Democratic South Africa was held May 15-16, 1992. The white minority government and the antiapartheid African National Congress failed to agree on the composition of an assembly to write a new constitution.

Ex-CIA officer's trial ends in deadlock

Jurors were unable to agree on the charges against former CIA Dir of Operations Claire E. George. Most of the jurors had voted to acquit George on all charges related to the Iran-contra scandal, but some voted for a conviction.
