Bulk billing is sick, but doctors are taking the medicine

The decline in bulk billing continues to grow and between March 2000 and December 2002 the percentage of Medicare services that were bulk billed fell from 72.8% to 67.6%. Federal government has foreshadowed changes where the most controversial of these is to allow doctors to charge patients co-payments on the provision that the doctor can bulk bill pensioner.
