Obstructionism is not good policy for 1996

Article Abstract:

The 1996 election will turn in part on the public's reaction to the present divided federal government, in which the Republicans control the legislative branch and the Democrats control the executive branch. However, it will probably be unwise for Pres Clinton to pursue an obstructionist agenda in 1996.

Divided government doesn't have to mean stalemate

Article Abstract:

The fact that Democrat Bill Clinton presides simultaneously with a Republican controlled Congress is not unprecedented, nor does it necessarily mean stalemate. Both sides are motivated to negotiate legislation because both parties are committed to accomplishing goals in the next 4 years.
