Developing a standard for discriminatory advertising
Article Abstract:
The Lanham Act provides guidance in determining whether the use of white models in housing sale or rental advertisements violates the Fair Housing Act's (FHA) ban on ads that discriminate against or indicate a preference for a certain gender, religious or ethnic group. The Act's ban on fraudulent advertising, which measures fraud by the affect the ad was intended to have on readers, should replace the subjective and vague ordinary reader test employed in FHA cases. This will protect First Amendment commercial speech without relieving advertisers of liability for discrimination.

Liquor advertising
Article Abstract:
Liquor advertisements, which had been dropped voluntarily by the liquor companies, have begun to hit the airwaves again as the companies seek to regain market share from beer and wine companies. Political opposition, however, could lead to statutory prohibition of such ads. Stations can accept ads since they are not currently banned by FCC rules. The ads are being placed on radio and cable TV stations despite the National Assn of Broadcasters' opposition to ending the voluntary ban.

Railroads: two passenger trains collide, killing 11
Article Abstract:
An Amtrak passenger train and a Maryland Area Rail Commuter (MARC) train collided in Silver Springs, MD, during a snowstorm on Feb 16, 1996. The MARC train was speeding on the track, and new safety procedures were put into effect after the crash. The deaths occurred when the MARC train caught fire.
