Are strikes really necessary?

Article Abstract:

European unions have resorted to using 'irregular' strikes because of stringent legislation and falling membership and finances. The 'irregular' strikes have taken the form of sets of coordinated stoppages and one-off strikes. Strikes and lockouts are symbols of antiquated, confrontational thinking. The future of labor relations and personnel management involves sharing power, profits and responsibilities.

Two Decades and Two Decalogues of Employment and Training

Article Abstract:

Seymour L. Wolfbein was the first and only director of the United States Department of Labor's Office of Manpower, Automation and Training (OMAT). He was responsible for the implementation of the Manpower Development and Training Act (MDTA) of 1962. The purpose of the law and the agency, was to improve methods of training people and placing them in jobs.
