China's Civil Aviation Administration began as the only airline in China but is now moving toward a regulatory role since many regions and towns have their own airlines. Foreign investors and Chinese firms are planning to develop new airlines when regulations change.

China's rural governments are saddled with huge debts after years of growing bureaucracy, corruption, reckless spending and rising education and health bills. To bail out the rural governments, the central government plans to introduce a 'tax-for-fee' system.
