Bells and whistle-blowers
The mergers between TCI and AT and T has had approval from the authorities, but planned mergers between Ameritech and SBC Communications, and between GTE and Bell Atlantic have yet to be approved. The baby Bells have tended to carry out mergers with each other following the telecoms act of 1996, while the regulators want them to open their markets. There is concern that a link between Ameritech and SBC could lead to a reduction in competition and passive collusion with its main rival.
