Better Accountability Reporting by Government - A Canadian Initiative
Article Abstract:
Accounting in government is difficult to measure, due to a lack of objectives stated in measurable terms, as well as results stated in measurable terms. The Auditor General of Canada recommended better disclosure and assessment of government programs for two basic reasons: (1) better disclosure would lead to improved public understanding of large government budgets, and (2) better reporting could mean better definition of goals and objectives, and therefore management in government. By 1983, about half of the agencies and departments in the federal government of Canada had prepared revised estimates. The new method of reporting requires more detailed information and estimates on inputs and outputs of government departments. This includes legal requirements, environmental descriptions, initiatives newly proposed, and justification. The format is designed to be less technical and more easily readable. The audience targeted is larger. New data includes comparisons of estimates and actual, as well as response, time. Parliament, as well as the general public, may question expenditures. Government auditors can more readily evaluate information and control quality of the data to improve quality of reports and effectiveness in the future.

A question of accountability
Article Abstract:
The growing number of legal claims against UK accountants in their role as auditors is having an impact on the management buyout (MBO) market, as accountants are now seeking to limit their liability for due diligence reports. There have been few claims linked to MBOs, but the increasing litigation relating to audits, even where they do not result in payouts, means that accountants are finding it increasingly hard to obtain affordable professional indemnity insurance.
