European governments still believe in pressing for a single currency, but the Maastricht treaty has lost credibility as a model for achieving it. Mistakes made with the exchange-rate mechanism and the shock of German unification have made adjustments necessary.

France, Britain and Germany are opposing EC trade policy leader Karel van Miert's plan to expand regulations on international mergers, so the issue has been tabled for three years. Van Miert's policies on subsidies for the steel industry are also discussed.
