Article Abstract:

Northamptonshire will be the fastest developing area of the UK by 2002, according to business experts. Its major asset is its position in the middle of England and at the centre of the UK transport network. This makes it a natural choice for distribution centres in particular. Other advantages include lower land prices and labour costs. The only major drawbacks are the lower educational standards and career aspirations of local young people, but government and local employers are addressing this problem. Local authorities are also aware of environmental issues associated with growth.

The ins and outs of human resources

Article Abstract:

The Westminster Council, London, England, decided to outsource its human resource (HR) management function to Capita which could offer a high level of expertise in HR management. Capita would provide a service in a number of specific areas, such as employee discipline and recruitment, termination of employment and offer a consulting service for employees. Westminster Council retained the right to make policy and oversee the whole service. Outsourcing HR management made good sense financially for the council. Capita took over the HR management of the council in Jul 1998.
