The massive Joint Strike Fighter contract awarded to Lockheed Martin in Oct 2001 shows that little has changed at the Pentagon since the Sep 11, 2001, terrorist attacks. Reformers are urging changes in fighting methods, with a new focus on specialist ground troops supported by high-tech weapons.
