Article Abstract:
A Spanish judge, Baltasar Garzon, is seeking the extradition of 98 Argentines over disappearances involving Argentines descended from Spaniards, and of Spaniards. Garzon has been criticized by outgoing Argentine president, Carlos Menem, but Menem will be replaced in Dec 1999. Seven men sought by Garzon have already been arrested. His efforts have led to local judges becoming bolder, and there have been trials of men involved in the past dictatorship in Argentina, in contrast to Chile.

US Pres George Bush has shown strong leadership in his response to the Sep 11, 2001, terrorist attacks on the US. The US has brought together an impressive alliance against the terrorists and their Afghan hosts, but there are several risks in forming coalitions with some nations.
